Bloom gelatin in a little stock. Heat remaining stock, dissolve gelatin. Pour into shallow pan and chill until firm, 2 hours. Cube finely.
Pour boiling water over flour, stir. Add cold water, knead until smooth. Cover and rest 30 minutes.
Mix pork, ginger, green onions, Shaoxing, soy sauce, sesame oil, sugar, white pepper, and salt. Stir vigorously in one direction until tacky.
Fold cubed aspic into filling gently. Refrigerate until ready to wrap.
Roll dough into long log. Cut into 24 pieces. Roll each into 7cm circle, thinner at edges.
Place 1 tbsp filling in center. Pleat edges 18-20 times around, twisting top to seal. (Practice — it's tricky!)
Place dumplings on parchment in bamboo steamer (don't touch). Steam over boiling water for 8 minutes.
