Combine ground meat, onion, garlic, cold water or broth, cumin, salt, pepper and cilantro, mixing thoroughly until the liquid is fully incorporated into a loose, juicy filling.
Roll the dough thin and cut into circles about 10 cm across.
Place a generous spoonful of filling in the center of each circle, then gather the edges up and pleat them into tight folds, twisting to seal into a topknot, leaving a small handle at the top.
Cook the khinkali in batches in a large pot of gently boiling salted water for 10 to 12 minutes, until they float and the dough is fully cooked.
