Heat 2 tbsp olive oil in a wide paella pan over medium heat. Add the fideos and toast, stirring constantly with a wooden spoon, for 4–5 minutes until they turn a deep golden-brown — almost the color of mahogany coffee beans. The noodles should smell nutty and toasted, almost smoky. Lift out onto a plate.
Add another 2 tbsp oil to the pan. Cook the onion over medium heat 5 minutes until softened and pale golden. Add the garlic and stir 60 seconds. Add the grated tomato and smoked paprika; stir for 3 minutes until the tomato deepens in color.
Pour in the hot fish stock. Stir in the toasted noodles so they're submerged. Tuck in the saffron threads. Don't stir again — let the noodles cook untouched for 15–18 minutes at a steady simmer. The broth will be absorbed gradually.
After 10 minutes of cooking, scatter the squid rings over the top and nestle them into the noodles. After another 3 minutes, add the prawns and white fish. Push them gently into the noodles.
Continue cooking without stirring for 5–7 more minutes until the noodles are tender, the shellfish is opaque, and you smell a faint burnt-toasted aroma from the bottom of the pan — this is the socarrat, the prized crispy crust. Lay the mussels on top in a ring. Cover loosely with foil and let sit off heat 3 minutes — the mussels will open.
Remove and discard any mussels that haven't opened.
Bring the pan to the center of the table. Drizzle generously with the best extra virgin olive oil. Serve with lemon wedges and a spoon of alioli on the side. Everyone eats from their wedge of the pan, scraping the socarrat crust from the bottom. A glass of cold albariño is the correct drink.
