Sauté onion and garlic. Add ground beef and cumin, cook until browned. Cool completely.
Mix flour, egg, salt, pepper, and water to form a soft dough. Divide into 12 portions.
Flatten each dough portion, add meat filling, fold and seal edges tightly.
Fry in oil at 350°F for 4-5 minutes per side until golden, or bake at 375°F for 20 minutes.
Cool slightly before serving with hot sauce.
